Overall Summary: 
The National Energy Conservation Program 2018-2022 (NEEAP) is a first-of-its-kind policy instrument in Mongolia intended to increase the competitiveness of industry as well as generate savings for small businesses and households. Critically, energy efficiency measures are an important component of the Government’s efforts to reduce urban air pollution, stemming largely from the combustion of raw coal for household and small business heating.

EE priorities: 
3.1. In order to implement the objectives of the program, the following common objectives are set: 3.1.1. Improve the legal environment for regulating energy saving activities; 3.1.2. Develop and implement a management and information system that promotes efficient use and ensures coordination of energy saving activities; 3.1.3. Prepare and specialize human resources required to implement energy saving policy; 3.1.4. Create savings by increasing the energy consumption efficiency of consumers obliged in accordance with the Law on Energy Efficiency; 3.1.5. Reduce greenhouse gas emissions by improving energy production and consumption efficiency and fulfill its obligations under the Paris Agreement of the United Nations Framework Convention on Climate Change; 3.1.6 Incorporate energy saving and efficient use into the curriculum of all levels of educational institutions, and create and cultivate rational use of energy by disseminating knowledge and information to the public; 3.1.7. Gradually introduce energy saving technologies in public streets, roads and squares; 3.1.8. Implement comprehensive measures to reduce energy consumption and save energy by state and local owned organizations and other budgetary organizations; 3.1.9 Define and implement energy saving policies to be followed in aimags, the capital city, soums and districts; 3.1.10. Reduce private consumption of energy and fuel for domestic use of energy production; 3.1.11 Increase the efficiency of energy transmission and distribution and reduce electricity and heat distribution losses; 3.1.12 Develop energy management; 3.1.13. Support energy saving through tariff policy.
EE targets: 
To reduce energy consumption of obligated consumers by at least 10 percent [Baseline year: 2016, Target year: 2022].
