Pollution control action plans: 
The Minister of Land, Infrastructure and Transport shall develop a coefficient to calculate the greenhouse gas emissions by the unit of transport logistics (hereinafter referred to as "greenhouse gas emission coefficient") in consultation with the heads of relevant administrative agencies of the central government and prepare materials relevant thereto, and promote policies for development of sustainable transport logistics by utilizing such materials. --- In order to reduce the greenhouse gas emissions from powered transport means, such as automobiles by increasing the transport share by non-powered and carbon-free means of transport, and to shift to environment-friendly and energy-saving transport logistics systems, the Minister of Land, Infrastructure and Transport shall include in the master plan the measures to invigorate non-powered and carbon-free means of transport.
