Overall Summary:
The 8th Basic Plan for Long-term Electricity Supply and Demand (BPLE) (2017 - 2031) is pursuant to Article 25 of the Electric Utility Act. The document sets targets of increased production from renewable energy sources and natural gas, while reducing the country’s reliance on coal and nuclear sources.
Renewable Energy
RE targets:
[...] phasing out the use of nuclear energy and increasing the share of renewable energy to 20% of the generation output by the year 2030 under the basic energy policy of the Korean government.
Environment
GHG emissions reduction targets:
Comprehensive anti-fine dust measures (Sep. 2017): These measures include reducing emissions by 30%, decommissioning of aging coal generators, and conversion from coal to LNG generation.
Energy Supply and Infrastructure
Energy supply priorities:
Nuclear to decrease at 36.1% share of electricity production by 2030 against a 2017 baseline. Coal to decrease at 36.1% share of electricity production by 2030 against a 2017 baseline. Natural gas to reach 18.8% share of electricity production by 2030 against a 2017 baseline.
Energy mix:
Basic Directions of the 8th BPLE. Facility Plan: ㅇ Economically viable energy mix that is both safe and clean - Phasing out the use of nuclear energy and coal while increasing the shares of renewable energy and LNG - Harmonizing economic load dispatch and environment-conscious dispatch - Steady increase in the use of distributed energy resources (DERs) ㅇ Construction and operation of the electricity system supporting the energy mix - Proactive infrastructure reinforcement needed to increase the use of renewable energy
