The Сoncept of Forming a System of Monitoring, Reporting and Verification of Greenhouse Gas Emissions in the Russian Federation (2018 Ed.), enacted by the Government Decree No.716-p of 2015, aims at creating a database for the formation of the state system of greenhouse gas emissions regulation, development of targets for reducing greenhouse gas emissions, as well as for monitoring and compliance with these indicators in the implementation of the state climate policy and measures aimed at regulating greenhouse gas emissions.

National policy structure: 
The main objectives of the formation of a system for monitoring, reporting and verification of greenhouse gas emissions in the Russian Federation are: - raising awareness of the federal government bodies of the Russian Federation, government bodies of the constituent entities of the Russian Federation, local authorities, investors, the business community, non-governmental non-profit organizations and the public about the volume of anthropogenic greenhouse gas emissions in the course of economic and other activities carried out by organizations on the territory of the Russian Federation; - creation of an information base for the formation of a state system for regulating greenhouse gas emissions, the development of target indicators for reducing greenhouse gas emissions for the country as a whole and for individual sectors of the economy, as well as for monitoring and compliance with these indicators in the course of implementing the state climate policy and measures aimed at regulating greenhouse gas emissions gases; (As amended by the Decree of the Government of the Russian Federation of April 30, 2018 N 842-r) - creating the necessary prerequisites for monitoring the implementation of projects on the territory of the Russian Federation by organizations to reduce greenhouse gas emissions using state support mechanisms.
