Overall Summary: 
The National Climate Change Policy 2012-2017 recognizes climate change as a sustainable development issue that brings opportunities as well as challenges. Building upon this idea, the government through this policy aims to enhance the country’s adaptive capacity while pursuing a path of low-carbon development. Based on 9 guiding principles, the climate change response actions have been grouped under 10 categories covering finance, technology, vulnerability and adaptation, mitigation among others.
Environment
Energy environmental priorities: 
Amongst the Strategy’s various themes and objectives, Theme 7 is targeted at ‘Creating and Maintaining the Enabling Environment’. Under this theme are two objectives including; Objective 7: Effectively Respond to Climate Change and Manage the Environment and Risks of Natural Disasters. Objective 8: Improve Governance and Order at National, Provincial and Community Levels and Strengthen Links at all levels.
