The Executive Order of the President No. 174 of 2014 on Institutionalizing the Philippine Greenhouse Gas Inventory Management and Reporting System establishes the Philippine Greenhouse Gas Inventory Management and Reporting System (PGHGIMRS) to institutetionalize the GHG inventory management and reporting system in relevant government agencies to enable the country to transition towards a climate-resilient pathway for sustainable development.
Governance
Energy institutional structures: 
The Climate Change Commission (CCC) shall be responsible for the following: – Provide direction and guidance for the accounting and reporting of GHG emissions from identified key source sectors in order to develop and maintain centralized, comprehensive, and integrated data on GHGs; – Develop a system for the archiving, reporting, monitoring, and evaluating GHG inventories in all key sectors; and – Provide and facilitate continuous capacity building initiatives in the conduct of GHG inventories to ensure application of updated methodologies. --- SECTION 3.
