Overall Summary: 
The Policies and Programmes of the Government of Nepal for Fiscal Year 2018-19 are a part of the address by the Right Honorable President, Mrs. Bidya Devi Bhandari, to the Joint Session of both Houses of the Federal Parliament delivered in May, 2019.
Access
Energy access action plan: 
87. The ongoing projects will be completed and 1000 MW additional hydropower will be generated next year. Per capita electricity consumption will be increased to 700 KW/hr in the next five years. Access to clean energy for all will be ensured within the next four years. Under the Bright Nepal Initiative, every household will be illuminated by electricity.
Renewable Energy
RE action plans: 
72. [...] Lift irrigation system will be developed including by utilizing solar energy in the cultivable lands closer to rivers in the hilly regions with the slogan of ‘High and Low Farmlands, All Become Lush-Green’. Underground irrigation facilities based on solar energy will be made available in the cultivable pocket areas of Terai-Madhes with the participation of Provinces and Local Levels.
Energy Supply and Infrastructure
Energy supply priorities: 
86. With the initiative of ‘Nepal’s Water, Nepali’s Investment’ the ownership of common Nepali people will be ensured through investment in generation of 3500 MW electricity.
Infrastructure development priorities: 
88. Construction of transmission lines will be completed before commercial production of the ongoing hydropower projects begin. The construction of 400 KV transmission line will be expedited along the East-West Highway and Rasuwagadhi-Kathmandu-Birgunj corridors.
