Overall Summary: 
The State Program on Poverty Reduction and Economic Development (2003 -2008) laid the foundation for overall economic stability, sustaining dynamic economic growth and restraining inflation in Azerbaijan. The present policy document – reaffirming the objectives of the State Program for 2003-2008 - outlines ways to facilitate transformation of the national development landscape. A strong emphasis is placed on the interfaces of economic issues with social priorities, specifically, the policy elaborates on measures to eliminate poverty at the national level. With the adoption of the State Program on Poverty Reduction and Sustainable Development for 2008-2015, Azerbaijan reiterates its commitment and resolves to intensify efforts towards achieving the Millennium Development Goals. The State Program sets priorities and targets for 8-year period (2008-2015), includes the list of policy measures for the first 3-year period (2008-2010) (Attachment 1).
Access
Energy access priorities: 
The policy aims to secure access to ample and reliable supplies of energy at the national level. --- Strategic goal 6: achieve progress in infrastructure development, improve the system of public utilities. Target indicators: improve gas supply to households through a centralized gas supply system (from 2007 level - 81.2 per cent). Increase the supply of heating to residential and non-residential buildings (from 2006 level - 22.7 per cent).
Energy access targets: 
Fully meet the domestic demand for energy through utilization of national resources and ensuring uninterrupted electricity supply to all households by 2015. (In 2007, electricity generation was equal to 21.4 bln. kWh.)
Efficiency
EE priorities: 
Art. 4. Ongoing efforts are required to ensure a comprehensive approach to energy efficiency. Multifaceted actions – as provided by art. 4 – will focus on establishing a competitive market environment through broader involvement of the private sector, attracting investments, deploying low-carbon technologies, and fostering partnerships. --- Further steps to enhance energy efficiency include installation of metering devices, thus, strengthening financial discipline in the sector. Relevant public awareness activities will be carried out to promote energy conservation and the sustainable use of energy resources.
EE targets: 
Target indicator 30: reduce the usage of fuel in power generation by 2 per cent by 2015 (from 2006 level - 386 gr of fossil fuel / 1 kW of electricity), achieve sizable greenhouse gas emissions reduction.
Renewable Energy
RE priorities: 
In response to existing energy challenges, the policy seeks to explore the advantages of sustainable sources of clean and affordable energy. The Strategy stresses the need for advancing the national fuel and energy sector through broader deployment of alternative and renewable energy. In the long-run, the role of hydro and wind renewable energy in the Azerbaijan’s energy mix is foreseen to expand. The development of RES capacities will contribute to national and global efforts on climate change mitigation and reduction of greenhouse gas emissions – spurring at the same time economic development.
Environment
Energy environmental priorities: 
The State Program sets environmental objectives to enhance global climate change mitigation action. The policy elaborates on options to achieve considerable decline in fossil fuel emissions.
Energy Supply and Infrastructure
Infrastructure development priorities: 
The Strategy points the way for the next leap in infrastructure development. While improving connectivity within the region, the implemented measures give an impetus to the development of entrepreneurship. The focus is made on the construction of Baku-Tbilisi-Arzurum gas pipeline, restoration of the Great Silk Way (TRACECA), implementation of North-South transport projects and the Baku-Tbilisi–Kars railway project.
Governance
Energy management principles: 
[T]he Program aims to achieve a number of objectives: enable a competitive market environment in the fuel and energy sector, deepen structural reforms, ensure environmental sustainability, and improve financial transparency of the sector. --- Strategic goal 1: ensure sustainable development through maintaining macroeconomic stability and diversification through growth of non-oil sectors. Target indicators: double non-oil real GDP per capita in 2008- 2015, maintain non-oil real GDP growth rate at the minimum of 7-8 per cent.
National policy structure: 
The policy reaffirms the objectives of the Long-term Strategy on the Management of Oil and Gas Revenues adopted pursuant to the Presidential Decree of 27 September 2004. The Strategy proposes measures for transferring oil and gas revenues to non-oil sectors of Azerbaijan economy, in a broader sense, it aims to resolve the acute issues of poverty reduction and human capital development. ---- In accordance with the “State Programme on Development of the Fuel-Energy Sector of the Republic of Azerbaijan (2005-2015) approved by the Presidential Decree N 635 on February 14, 2005 for the purpose of development of the fuel-power complex, implementation of activities will be enhanced to establish a sound competitive environment in this sector, to improve the structure of the sector, to attract bigger investment to the sector, to provide environmental safety, and to ensure that full payment is received for the consumption of fuel and energy resources.
Technology
Industrialization support: 
Art. 4.3.5 ‘Investment Policy’. Industrial zones (industrial townships and business incubators) will be established for the introduction of know-how and best practice in the area of entrepreneurship.
