Draft Federal Law on State Regulation of Greenhouse Gas Emissions and on Amendments to Certain Legislative Acts of the Russian Federation defines the legal basis for state regulation of greenhouse gas emissions in the Russian Federation. The Federal law aims to create conditions for reducing greenhouse gas emissions, taking into account the need to ensure the economic development of the Russian Federation on a sustainable basis and in accordance with international obligations.
Governance
Energy management principles: 
State regulation of greenhouse gas emissions includes: 1) setting targets for greenhouse gas emissions for the Russian Federation and by sectors of the economy; 2) establishment of general requirements for economic and (or) other activities in order to reduce greenhouse gas emissions and (or) increase their absorption; 3) establishment of permits for greenhouse gas emissions for legal entities and individual entrepreneurs engaged in economic and other activities subject to state regulation of greenhouse gas emissions (hereinafter referred to as business entities); 4) establishment of economic mechanisms for regulation in the field of greenhouse gas emissions, including the mechanism for transferring greenhouse gas emission reduction units.

1. This Federal Law defines the legal basis for state regulation of greenhouse gas emissions in the Russian Federation. 2. The purpose of this Federal Law is to create conditions for reducing greenhouse gas emissions, taking into account the need to ensure the economic development of the Russian Federation on a sustainable basis and in accordance with international obligations.
