DECISION
Amending and supplementing some articles of Decision No. 11/2017/QD-TTg dated 11 April 2017 by the PM on mechanism for encouragement of the development of solar power projects in Vietnam.

Pursuant to the Law on organization of Government dated June 19, 2015
Pursuant to the Electricity Law dated November 03, 2004; The law amending and supplementing some of the Articles of the Law on Electricity dated November 20, 2012;
Pursuant to the Law on Investment dated November 26, 2014 Pursuant to the Law on Construction dated June 18, 2014
At the request of the Minister of Industry and Trade;
The Prime Minister hereby promulgates the Decision amending and supplementing some articles of Decision No. 11/2017/QD-TTg dated 11 April 2017 by the PM on mechanism for encouragement of the development of solar power projects in Vietnam.
Article 1. Amending and supplementing some articles of Decision No. 11/2017/QD-TTg dated 11 April 2017 by the PM on mechanism for encouragement of the development of solar power projects in Vietnam (Decision No. 11/2017/QD-TTg)
1. Amend Clause 2 Article 12 as follows:
“2. Regarding rooftop projects
a) Rooftop power projects are allowed to separately apply electricity transaction mechanism based on
input and output of the two-way electricity meter. Electricity seller shall pay for the amount of electricity received from the grid in accordance with current regulations. Electricity buyer shall pay for the electricity fed in to the grid from rooftop projects at electricity purchase price specified in Clause 1 of this Article.
b) Electricity purchase price for rooftop projects in the following year is identified based on the central exchange rate between VND and USD announced by the State Bank of Vietnam on the final exchange rate announcement date of the preceding year.
- Amend and supplement Point d, Clause 1 Article 13 as follows:
“d) Issue technical standard on solar power, provisions on connection and electricity metering for solar projects and guidelines on the procedures for connection and meter installation of rooftop solar power project.” - Amend and supplement Point h Clause 1 Article 13 as follows:
“h) Guidance on the calculation of electricity payment for solar power projects according to fluctuation of VND/USD exchange rate.”
Article 2. Terminate Clause 3 Article 13 of Decision No. 11/2017/QD-TTg.
Article 3. Effect - This Decision takes effect from the signing date.
- Rooftop solar power projects, of which generation date and meter reading are verified before 1 July
2019, will apply electricity price mechanism for rooftop solar power projects specified in this Decision.
- Ministers, Deputy Ministers of Ministerial-level agencies, Heads of governmental agencies, Chairmen of
People’s Committee of provinces and municipalities; Heads of agencies, units and organisations involved in the development of solar power projects in Vietnam are liable to execute this Decision./,
