The General Memorandum: Implementation of Executive Order 010A-2007 designates American Samoa Government's departments and agencies responsible for the implementation of the Executive Order 010A-2007 on the ASG initiatives to ameliorate climate change and its negative effects on the Territory.
Efficiency
EE standards for appliances: 
The Central Procurement Office shall ensure that all AGS appliances and electronic purchases have a USEPA energy star approval.
EE lighting and mechanical system standards: 
The Central Procurement Office in conjunction with the Territorial Energy Office shall ensure that all ASG departments, offices, and agencies begin the immediate replacement of all incandescent light bulbs in AGS facilities with compact florescent bulbs.
EE transport standards : 
The Central Procurement Office shall ensure that beginning with model year 2008, all new passenger and light-duty vehicles purchased by the ASG have a minimum combined USEPA fuel efficiency rating of 20 mpg. The Central Procurement Office shall ensure that the ASG no longer purchases 4-wheel drive vehicles except in circumstances where a definite need can be shown. The Central Procurement Office shall ensure that the ASG will add hybrid vehicles (passenger and light-duty trucks) to its fleet beginning with a hybrid purchase rate of 5% for the model year 2008, and incrementally increase at the rate of 5% per year to 50% by model year 2017. Effective January 1, 2009, the Department of Treasury, Customs Division, will enforce a ban on the importation of vehicles, for private or Government use, manufactured prior to the model year 1999. As part of its responsibilities the Attorney General and the Division of Weights and Measures, shall, effective January 1, 2008, ensure that all fueling stations in the Territory, private, commercial and Government, have installed auto shut-off and vapor recovery nozzles on all fuel pumps.
