Electricité du Cambodge Notice on Program for Providing Assistance to Develop Electricity Infrastructure in Rural Areas, 2020, aims to extend the implementation of the "Program for Providing Assistance to Develop Electricity Infrastructure in Rural Areas" in 2020. The purpose of this program is to facilitate the private electricity supplier in rural areas having legal license to supply electricity to access fund for investment for expansion of electricity supply infrastructure to fully cover its authorized distribution area so that all rural households therein have access to electricity for use. Under this program, REF will provide interest free assistance for investment on electricity infrastructure in rural areas with medium density of population and will provide part of the infrastructure cost as grant and part of the infrastructure cost as interest free assistance for investment on electricity infrastructure in rural areas with low density of population. The private electricity supplier shall payback the interest free assistance in monthly installment within 8 years or the validity of license on the date of application for assistance whichever is earlier.

NOTICE

Electricité du Cambodge (EDC) has the honor to inform the public that in accordance with the policy to promote equitable rural electrification coverage by facilitating the population's access to electricity at affordable price for economic, social and household uses, thus contributing to poverty reduction, and to promote and encourage private sector to participate in providing sustainable rural electrification services; EDC has continuously provided grant to the Department of Rural Electrification Fund of EDC (hereinafter referred to as the "REF") in order to continuously implement "Program for Providing Assistance to Develop Electricity Infrastructure in Rural Areas". This program is on-going program from 2013 and will also be implemented in 2020. The purpose of this program is to facilitate the private electricity supplier in rural areas having legal license to supply electricity to access fund for investment for expansion of electricity supply infrastructure to fully cover its authorized distribution area so that all rural households therein have access to electricity for use. Under this program, REF will provide interest free assistance for investment on electricity infrastructure in rural areas with medium density of population and will provide part of the infrastructure cost as grant and part of the infrastructure cost as interest free assistance for investment on electricity infrastructure in rural areas with low density of population. The private electricity supplier shall payback the interest free assistance in monthly installment within 8 years or the validity of license on the date of application for assistance whichever is earlier.

The private electricity supplier has to apply to REF for Providing Assistance to Develop Electricity Infrastructure in Rural Areas in the prescribed format. If REF and Electricity Authority of Cambodia (EAC) accept the proposal, then the contract for this program will be signed between REF and the private electricity supplier. The private electricity supplier has to construct the electricity infrastructure by its own resources. REF will verify the progress and make disbursements in installment depending on the work progress.
