1. Establish a voluntary subscription system for renewable energy green power certificates. The renewable energy green power certificate trading system is a major measure to improve the renewable energy support policy and innovate the development mechanism. --- Encourage all levels of government agencies, enterprises, institutions, social institutions and individuals to voluntarily subscribe for green power certificates on the national green power certificate issuance and subscription platform as a proof of green power consumption.According to the market subscription situation, the renewable energy power quota assessment and green power certificate compulsory binding transactions will be launched in due course from 2018. 2. 2. Trial issuance of renewable energy green power certificates. The green power certificate is an electronic certificate with a unique identification code issued by the state for every MWh of non-aqueous renewable energy on-grid electricity generated by power generation companies. It is the confirmation and attribute certification of the non-aqueous renewable energy generation and the only certificate for the consumption of green power. From now on, relying on the renewable energy power generation project information management system, it will try to issue green power certificates for the renewable energy generation produced by onshore wind power and photovoltaic power generation enterprises (excluding distributed photovoltaic power generation, the same below). 3. Improve the voluntary subscription rules for green power certificates. The subscription of the green power certificate will be officially launched on July 1, 2017.
