The Law of Georgia No. 5646-RS of 2019 on Energy and Water Supply establishes a legislative framework for the production, transit, distribution, supply and trade of electricity and natural gas in order to support a creation and developing of a competitive electricity and natural gas markets. The Law also regulates water supply and creates a general legislative framework for the legal relations in connection with water supply.

This law regulates the issues related to the management and organization, regulation, monitoring and supervision of the electricity and natural gas sectors, free access to the electricity and natural gas markets, and cross-border trade in electricity and natural gas, as well as a tender. 3. This law establishes measures to ensure a level of security of supply that ensures the proper functioning of the electricity and natural gas sectors. This law also establishes a legal framework within which the supply security policy, market participants' obligations and supply security procedures are defined, taking into account the requirements of the competitive electricity and natural gas markets.
