Overall Summary: 
The Energy Code of French Polynesia (Country Law No. 2019-27 of 2019) consolidates and updates the entire energy regulatory framework, making it clearer, readable and predictable for stakeholders. It incorporates and adapts organisational principles and proven public intervention procedures for network industries in a context of historical or natural monopoly and complete vertical integration of the historical operator. It tends to reconcile market opening in the right segments of the value chain with the pursuit of public policy objectives.
Access
Energy access priorities:

Generalized access to electricity at an affordable cost contributes to social cohesion, the fight against exclusion, the balanced development of the country, while respecting the environment.
Efficiency
EE building standards: 
For the construction sector, in particular, regulations should be enacted to reduce energy consumption. In particular, it will focus on setting energy performance thresholds and encouraging significant technological and industrial development in the field of building design and insulation.
EE transport standards : 
In the field of transport, it is in particular necessary to adopt a regulation tending to promote public transport and to generalize vehicles with low energy consumption and low greenhouse gas emissions.
Renewable Energy
RE priorities: 
The objectives of this public policy are: [...] - encourage the use of renewable energies;
RE targets: 
A target of 75% of electricity production from the exploitation of renewable energies by 2030 has been set for the whole of French Polynesia.
RE prioritization, portfolio standards: 
The operators of public electricity distribution networks are required to acquire the electricity produced by installations using renewable energy. Access to renewable electricity production and its flow on the networks are privileged compared to those of fossil origin.
Environment
Energy environmental priorities: 
French Polynesia takes care to ensure an energy supply of its territory regular, sufficient, diversified, safe, economical and compatible with the imperatives of environmental protection. Energy Supply and Infrastructure
Infrastructure development priorities: 
Any project for the construction of a new installation for the production of electrical energy using fossil fuels is prohibited unless it can be demonstrated that the use of an installation using renewable energy is impossible under sustainable economic or technical conditions. No rehabilitation, acquisition or construction of an electrical energy production installation using fossil fuels may be the subject of direct or indirect financial assistance from French Polynesia. The prohibition mentioned in the first paragraph is not applicable to the installations referred to in Article LP. 111-3 and in cases of emergency likely to prevent the continuity of the public electricity distribution service.
Governance
Energy institutional structures: 
An Energy Commission is hereby set up to issue an advisory opinion for: - any installation project for the production of electrical energy requiring prior authorization; - any project to delegate a public electricity distribution service; - any public service delegation project for the transport of electric energy; - any concession project for the exploitation of hydraulic power; - any cooling installation project using cold marine water. It also issues an opinion on disputes relating to access to networks within the framework of the procedure mentioned in article LP 231-4.
