Executive Order No. 2019-23
RELATIVE TO CREATING THE GUAM GREEN
GROWTH WORKING GROUP
WHEREAS, sustainability is defined as meeting the needs of the present without compromising the ability offtture generations to meet their own needs; and
WHEREAS, to achieve a sustainable future for the island of Guam, we must confront global climate change impacts, local environmental stressors, as well other impediments to sustainability; and
WHEREAS, taking action to transition to a sustainable future provides a wealth of opportunity for Guam, rather than sacrifice, as it promotes poverty reduction, green economic growth, improved energy independence, increased food security, improved public health, protected natural resources and biodiversity, and cultural preservation, all while reducing the export of money and building a thriving local economy, more resilient to disasters and global changes; and
WHEREAS, in 2015, the United Nations (U.N.) Member States adopted the 2030 Agenda for Sustainable Development and 17 Sustainable Development Goals (SDGs) designed to put the world on a path to a more sustainable, equitable, and prosperous future; and
WHEREAS, the necessity ofimplementing SDGs at local and regional levels to achieve the ambitious and unprecedented U.N. 2030 Agenda for Sustainable Development, led to the establishment ofthe U.N. Loca12030 Initiative in 2018 and the recognition of the Hawaii Green Growth Loca12030 Islands Hub; and
WHEREAS, in recognition of steps Guam has taken to advance sustainable action, and through partnerships developed through the Offce of the Govemor of Guam, University of Guam Center for Island Sustainability, Global Island Partnership (GLISPA), and the Hawaii Green Growth Loca12030 Islands Hub, Guam has been invited to a high-level event at Climate Week NYC during the 2019 U.N. General Assembly in New York to join an international community of island leaders to collectively advance local and global SDGs as a member of the Loca12030 Islands Network; and
WHEREAS, Guam is poised to take its place at the intemational forefront of sustainability leadership as a repository ofisland wisdom stretching back more than 3,500 years, holding the traditional knowledge of a past sustainable society and ready to connect to modem innovations and tools to achieve a sustainable fixture; and
WHEREAS, the spirit of sustainability is apparent in the people of Guam as indicated by the words on the outer wall of the Senator Antonio A. Palomo Guam Museum attributed to Chief Hurao in 1671, "Ti ta nisisita ayudun sanhiyongpara tafan moalek guini gi tåno-ta. Tåya ' ta 'lo- Satisfied with what our islandsfurnish, we desire nothing else".

NOW THEREFORE, 1, LOURDES AFLAGUE LEON GUERRERO, 1 Maga 'hågan Guåhan, Governor of Guam, by virtue of the authority vested in me by the Organic Act of Guam, as amended, and the laws of Guam, do order as follows:
Creation of the Guam Green Growth (G3) Working Group.
The G3 Working Group is tasked with the following mission, purposes, and operational parameters:
1. Mission Statement. It is the objective of the Guam Green Growth (G3) Working Group to support a public-private partnership connected to the Loca12030 Islands Network, facilitated through the University of Guam Center for Island Sustainability, to scale and accelerate locally and culturally relevant sustainability solutions to global challenges through the creation and implementation of an ambitious G3 Action St•ategy Framework.
2. Commit to the principles of the Loca12030 Islands Hub Network:
a. Demonstrate political leadership to advance the U.N. Sustainable Development Goals with long-term sustainable development, climate, and resilience commitments;
b. Commit to measure progress through an open-data platform with locally and culturally appropriate indicators;
c. Identify strong localpartners that convenepublic andprivate stakeholders to integrate cross-sector sustainability priorities into policy, planning and metrics;
d. Promote a projectpipeline that builds island resilience and an innovation economy through planning, financing, implementing and scaling local SDG solutions;
e. Build capacity for community action and next generation leadership on sustainability through sharing of lessons leamed, stoo•'telling and bright spots; and
f. Commit to partnering for global impact through the Loca12030 Islands Hubs Network to promote island leadership and connect local action, national priorities and global goals.
3. Create and contribute to the implementation of an ambitious (33 Action Strategy Frarnework to meet U.N. Sustainable Development Goals:
GOAL 1: No Poverty;
GOAL 2: Zero Hunger;
GOAL 3: Good Health and Well-being;
GOAL 4: Quality Education;
GOAL 5: Gender Equality;
GOAL 6: Clean Water and Sanitation;
GOAL 7: Affordable and Clean Energy;
GOAL 8: Decent Work and Economic Growth;
GOAL 9: Industry, Innovation and Infrast•ucture;
GOAL 10: Reduced Inequality;
GOAL 11: Sustainable Cities and Communities;
GOAL 12: Responsible Consumption and Production;
GOAL 13: Climate Action; GOAL 14: Life Below Water,
GOAL 15: Life on Land;
GOAL 16: Peace and Justice Strong Institutions;and GOAL
17: Partnerships to achieve the Goal.
4. The G3 Working Group shall be co-chaired by the Director of the University of Guam Center for Island Sustainability and the Chief Advisor to I Maga 'hågan Guåhan on Military and Regional Affairs and may include other members from both the public and private sector.
5. To create and implement the G3 Action Strategy Framework, the Working Group may empanel working groups and coordinate efforts with the Climate Change Resiliency Commission, Guam Aquacultural Task Force, and other relevant commissions and task forces. The working groups may be comprised of government, business, and civil society representatives, with the Chair of each working group selected on a rotational basis. The working groups shall report their recommendations, findings, and status updates to the Working Group on a biannual basis.
6. The G3 Working Group may also develop appropriate means to broaden public participation, awareness, and education regarding the task of addressing SDGs.
