Overall Summary: 
The Program proposes a comprehensive approach to the development of renewable energy in the Republic of Tajikistan. Renewable energy is considered from a cross-sectoral and multidimensional perspective – as a necessary prerequisite for poverty eradication, sustainable social and economic development. The policy aims to carve the niche for these fundamental development objectives, as diversification of Tajikistan’s energy portfolio is expected to harness the national energy resources for inclusive and robust growth. It is underscored that there’s positive association between scaling up renewable energy projects and development of rural and remote areas. Having the renewable sector embraced advanced technology and innovation will facilitate social progress. --- The primary objective of the Program is to assess the potential for the development of renewable energy in Tajikistan, these assessments stem from a number of variables: infrastructure, business and investment climate, regulatory and institutional frameworks. Additionally, the policy addresses capacity-related concerns. --- The Program is adopted pursuant to the Decree of the Government of the Republic of Tajikistan № 41 dated 2 February 2007.
Access
Energy access priorities: 
Securing access to reliable and ample supplies of clean energy is an indispensable prerequisite for ensuring sustainability of the national power system. Among priority areas of concern are decentralization and diversification of the energy sector, significant improvements in these fields will be achieved through broader deployment of renewable energy.
Renewable Energy
RE priorities: 
Solar, wind, hydropower, geothermal and biomass energy represent economically viable sources of energy in Tajikistan. The policy lays the ground for increasing the uptake of renewable electricity and thermal power generation, biomass utilization for the production of biogas, generation of wind electricity. --- State incentives for renewables focus on the promotion of photovoltaic systems, solar cells, biogas installations; and the promotion of mini-hydropower projects.
RE action plans: 
Art. 2 and the Plan of Action on Implementation of the Targeted Comprehensive Program. The Program is supplemented with a plan of action proposing the three main stages of policy implementation: stage 1 (2007-2009) – developing an information database on renewable sources of energy, assessing the potential for increasing the deployment of RES technologies; stage 2 (2010 -2012) – implementation of pilot projects on introduction of RES technologies, stage 3 (2013-2015) – wide-scale utilization of renewable energy, production of equipment for renewable energy generation.
RE capital subsidy, grant, or rebate: 
The Program identifies policy options, instruments and tools to support the diversification of the energy mix through increased uptake of renewable energy. The economic stimulus package includes renewable energy rebates (Art. 3.1).
Environment
Energy environmental priorities: 
‘Targets and Objectives of the Program’. A shift towards renewable sources of energy is essential to support the ambitious action on climate change. The policy takes a cross-sectoral approach to climate mitigation options and focuses on wide-scale environmental objectives. An action-oriented strategy to transform the existing pattern of growth shall be pursued through harnessing wind-, solar-, geothermal, small hydropower and bioenergy.
Pricing
Renewable energy subsidies: 
The Program identifies policy options, instruments and tools to support the diversification of the energy mix through increased uptake of renewable energy. The economic stimulus package includes renewable energy rebates (Art. 3.1).
Energy Supply and Infrastructure
Infrastructure development priorities: 
Art. 2. The Program focuses on capacity-related challenges, underscores the need for leveraging existing infrastructure to support accelerated deployment of renewable energy.---The policy lays the ground for increasing the uptake of renewable electricity and thermal power generation, biomass utilization for the production of biogas, generation of wind electricity.
Governance
National policy structure: 
Art. 3.2. The policy refers to the Kyoto Protocol of the United Nations Framework Convention on Climate Change, calls for embarking on a collective effort to support global action on climate change and sustainable development. ------ The policy complies with provisions of the Decree of the Government of the Republic of Tajikistan № 385 of 1 October 2004 ‘On Activities of the Academy of Sciences of the Republic of Tajikistan’. ------ Considering the need for comprehensive responses to existing energy challenges, the program proposes measures to strengthen regulatory frameworks on the promotion of RES in the Republic of Tajikistan. Tajikistan’s Law on the Use of Renewable Sources of Energy (adopted in 2010) shall be designed.
Energy institutional structures: 
The Program aims to enhance coordination among the institutions involved. ---- The Academy of Sciences of the Republic of Tajikistan shall coordinate the monitoring of program implementation. The Council for Science and Technology shall assess progress towards stated targets, review key performance indicators, and report to the Presidium of the Academy of Sciences on the results of assessments. ---- As an excessive emphasis is placed on the development of RES technologies, a scientific association will be established to support the introduction and promotion of renewable energy technologies. ---- The policy recognizes that due to insufficient scientific and institutional capacities the significant potential of renewable energy remains untapped. Art. 3.3 states that a specialized R&D Center shall be set up to provide an authoritative research and analysis on the ways to increase the uptake of renewable energy in Tajikistan.
M&E of policy implementation: 
Under Art. 5, progress made towards achievement of the stated goals will be tracked by mandated regulatory bodies (see art. ‘Energy Institutional Structures’).
Technology
Clean energy technology transfer: 
Art. 3.2: the introduction of environmentally sound technical solutions is the key for implementation of the national renewable energy policy. The Program aims to support international efforts on clean technology transfer.
Clean energy technology deployment: 
Art. 1.17 stipulates that considerable potential exists for the development and distribution of a wide range of renewable energy technologies, including solar power stations, photoelectric converters, solar cells, biogas plants, small hydro power generators.
