3. Property of Government of Nepal: All Petroleum occurring or found in any private or public land within Nepal shall be the property of Government of Nepal. 4. Right to Conduct Petroleum Operations: (1) Government of Nepal shall have the exclusive right to carry out Petroleum Operations. (2) Government of Nepal may conduct Petroleum Operations by itself or cause such Petroleum Operations to be conducted by any Contractor. (3) Government of Nepal shall have the right to participate as an investor or otherwise in Petroleum Operations to be conducted under a Petroleum Agreement.
