The Government Resolution No. 320 of 2020 Amending Ministerial Order No. 442 of 2012 Regarding the Active Energy Facility Operation amends the General Rules of Functioning of the Retail Electricity Markets (Ministerial Order No. 442 of 2012). In particular, the Resolution supplements the Rules with Appendix No. 5 which defines the conditions for the creation, functioning and development of active energy complexes in the retail electric energy markets (the pilot project). The conditions will apply until December 31, 2030.

National policy structure: 
1. This document defines the conditions for the creation, operation and development of active energy complexes in the retail electric energy markets (hereinafter referred to as the pilot project). --- 4. The purpose of the pilot project is to create conditions for the creation and development of active energy complexes using innovative technologies, as well as to test the completeness and sufficiency of legal and technological regulatory mechanisms. The indicative indicators, according to which the achievement of the stated goal of the pilot project is assessed based on the results of its implementation, are: - the number of Russian organizations participating in the pilot project - developers and manufacturers of devices and components of a controlled intelligent connection, as well as other new technologies; - the number of active energy complexes excluded from the register of active energy complexes (hereinafter - the register) for the period of implementation of the pilot project should not exceed 50 percent of the total number of active energy complexes included in the register; - reduction in the consumption of electrical energy (power) by the objects of the active energy complex from the electrical network of the grid organization during peak load hours established by the system operator.
