Overall Summary: 
The Strategy for the Development of the Mineral Resource Base of the Russian Federation until 2035 (Government Decree No. 2914-r of 2018) determines the priorities, goals and objectives of the geological industry, aimed at sustainable provision of mineral raw materials to the needs of the Russian economy, including export obligations.
Energy Supply and Infrastructure
Energy supply priorities: 
The priority of the Russian Federation in the development of the mineral resource base in the long term is the formation of an economically sound balance between the necessary and sufficient domestic consumption, export and forced import of mineral raw materials, which is achieved through timely reproduction and rational use of mineral reserves. For each mineral, this balance will be different depending on the level of market demand, the amount of highly profitable mineral reserves, possible technical, technological, infrastructural and environmental restrictions on extraction. The strategic goal of developing the mineral resource base is to create conditions for the sustainable provision of mineral raw materials to socio-economic development and maintaining a sufficient level of economic and energy security of the Russian Federation.
Governance
Energy management principles: 
Improving the regulatory framework for subsoil use provides for: establishment of the procedure for a multi-level assessment of the predicted mineral resources of the distributed and unallocated subsoil fund; simplification of the procedure for granting federal subsoil plots for use; establishment of guarantees to foreign investors for the development of federal deposits discovered by them;establishing the possibility of granting the right to use subsoil to the only participant in the auction for the right to use a subsoil plot; establishment of specific grounds for refusing to transfer the right to use subsoil plots, as well as determining the specifics of transferring the right to use subsoil plots of federal significance; introduction of new contractual mechanisms for implementing joint activities and attracting investments in the development of hydrocarbon deposits; attraction of off-budget sources to finance regional geological exploration works;development of economic mechanisms that ensure the availability of financial resources, including for small and medium-sized businesses, with the aim of introducing and developing the junior movement in the geological exploration industry. Improving the system of taxes and payments provides for: conducting a geological and economic assessment of reserves of mineral deposits; improvement of the methodology for calculating one-time payments for the use of subsoil;an increase in the size of regular payments for the use of subsoil for the purpose of geological exploration in excess of the deadlines established by the legislation of the Russian Federation; application of deductions from regular payments for the use of subsoil costs historically incurred by subsoil users in case of need to extend the timing of prospecting works; the introduction of deductions for the costs of geological exploration and the establishment of a multiplier for the costs of exploration activities in relation to the most risky and difficult areas; formation of a system of tax deductions to compensate for the costs of subsoil users for geological exploration with a depth of prospecting wells over 5 thousand meters. In order to expand the activities of small and medium-sized businesses, the following measures are envisaged: improving the application of the declarative principle of granting subsoil use rights; establishment of a simplified procedure for mining placer gold by individual entrepreneurs; formation of special information and trading (exchange) platforms that ensure the turnover of shares in small and medium-sized businesses holding licenses for geological exploration of subsoil. In order to intensify the study and rational development of the mineral resource base in areas with difficult climatic conditions and undeveloped infrastructure, it is planned to expand the use of public-private partnership mechanisms.
