Subject: Update of France's Nationally Determined Contribution
1. France, as a Member State of the European Union, reaffirms its commitment to the implementation of the Joint Nationally Determined Contribution of the European Union and its Member States, updated on 18 December 2020.
2. The French Overseas Countries and Territories(NewCaledonia, French Polynesia, Saint Barthélémy, Saint Pierre and Miquelon, Wallis and Futuna) accounted for 1.55% of France's total greenhouse gas emissions in 2018. As they are not part of the European Union, these territories are not covered by the intended nationally determined contribution of the European Union and its Member States.[1] In addition to its commitment to this contribution, France wished to communicate the contribution of the French Overseas Countries and Territoriesthrough a first nationally determined contribution communicated on 5 October 2016.
3. In accordance with decisions 1/CP.21 §24 and 1/CP.24 §23, France updates this contribution with this document. This NDC and the information contained in its Annex replace the submission of 5 October 2016, and shall be considered, from the date of receipt of such submission by the Secretariat, as the current NDC maintained by France on behalf of its Overseas Countries and Territories inaccordance with Article 4 of the Paris Agreement.
4. The French Overseas Countries and Territories commit to an economy-wide target oflimiting their greenhouse gas emissions by 8.4% by 2030 compared to 2016 levels
5. For information, it is specified that this objective results from the aggregation of the following individual objectives set by the Overseas Countries and Territories:
New Caledonia: Reduction in greenhouse gas emissions from energy sources by 2030 compared to a trend scenario of -15% in the transport sector, -35% for construction, -10% for industry, -9% for agriculture. This corresponds to an increase in total greenhouse gas emissions of 11.3%compared to 2016, compared to 28.5%in the trend scenario.
French Polynesia: Reduction of CO2 emissions by 15% compared to 2010. This corresponds to a reduction in total greenhouse gas emissions of -3.7% compared to 2016.
Saint-Barthélemy: Reduction of greenhouse gas emissions of -15% compared to 2013.
Saint Pierre and Miquelon: Reduction of greenhouse gas emissions of at least 55%compared to 1990, i.e. +6.6%compared to 2016.
Wallis and Futuna: Implementation of the multiannual energy programming of the islands of Wallis and Futuna, whose impact of france estimates at a reduction in greenhouse gas emissions of at least -20% in 2030 compared to 2016.
6. New Caledonia, French Polynesia, and Saint Pierre and Miquelon, which account for 98%of the emissions of the French Overseas Countries and Territories,have indicated their intention to update their targets in the course of 2021. France therefore plans to adjust this NDC accordingly following this revision, in accordance with Article 4.11 of the Paris Agreement.
