DECLARATION ON EURASIAN ECONOMIC INTEGRATION
Presidents of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation

noting the successful functioning of the Customs Union of the three
states within the framework of the Eurasian Economic Community (EurAsEC) and the entry into force of international treaties that form the legal basis of the Common Economic Space, which will begin to work from January 1, 2012 and will ensure the freedom of movement of goods, services, capital and labor resources,
confirming the creation of a unified system ofcustoms-tariff and
non-tariff regulation of foreign trade, customs, veterinary, sanitary and phytosanitary control,
Expressing its conviction that the further development of integration,
based on deep historical and spiritual ties between the peoples of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation, meets the national interests of these states, contributes to solving the common tasks facing them to improve the welfare and quality of life of citizens, sustainablesocio-economicdevelopment, comprehensive modernization and strengthening of national competitiveness within the framework of the global economy,
declare the transition to the next stage of integration construction
- The Common Economic Space (CES).
The CES is based on the principles of compliance with the universally recognized norms of international law, including respect for the sovereignty and equality of states, the affirmation of fundamental human rights and freedoms, the rule of law and the market economy.
In their practical cooperation, the CES States are guided by the norms and rules of the World Trade Organization and reaffirm the importance of the accession of all three States to this Organization.
The main content of further integration will be the full realization of thepotential of the Customs Union and the Common Economic Space, the improvement and further developmentof the legal framework, institutions and practical cooperation in the following main areas:
- ensuring the effective functioning of the common market for goods, services, capital and labor resources;
- formation of a coordinated industrial, transport, energy and agricultural policy, deepening of production cooperation, including the possible creation of joint transnational corporations;
- further convergence, harmonization of national legislations, as well as their unification in theareas defined by the agreements constituting the contractualand legal framework of the Common Economic Space;
- development and implementation of a coherent economic policy, transition to the harmonization of the parameters of the main macroeconomic
indicators ofmemberstates, deepening of cooperation in the monetary sphere;
- deepening cooperation to ensure economic security in all its aspects;
- cooperation on migration policy issues;
- ensuring the compatibility of educational standards;
- comprehensive development of cooperation in the field of culture, relations between parliaments and business communities, contacts between people;
- further development of interregional and cross-border cooperation, formation of effective structures of interregional cooperation;
- improvement and development of supranational institutions;
- development of cooperation in the field of foreign policy on issues of mutual interest.
In order to ensure the functioning and development of the Customs Union and the Common Economic Space, the Parties shall establish the Eurasian Economic Commission, whose activities will be carried out in the interests of the entire integration community and be of a highly professional nature.
At any stage of its formation and functioning, the CES will be open for accession by other States that share the objectives and principles of the Union and are ready to implement them.
The parties will strive to complete by January 1, 2015the codification of international treaties constituting the regulatory frameworkof the Customs Union and the Common Economic Space and on this basis to create the Eurasian Economic Union. This work will include, among other things, agreements on:
- balanced macroeconomic, fiscal and competition policies;
- structural reforms of labour markets, capital, goods and services;
- creation of Eurasian networks in the field of energy, transport and telecommunications.
Reaffirming the desire to further strengthen comprehensive mutually beneficial and equal cooperation with other countries, international integration associations, including the European Union, with access to the creation of a common economic space, the Presidents of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation emphasize the expediency of conducting coordinated work within the framework of the CU and the CES on the harmonization and mutual convergence of integration processes in the Euro -Atlantic and Eurasia.
