The Department Circular No. DC2020-07-0017 of 2020 Promulgating the Guidelines Covering the Policy for the Conduct of Green Energy Auction in the Philippines (Green Energy Auction (GEA) Policy) is to set the framework which facilitates the procurement of supply from commercial renewable energy projects by the Mandated Participants under the RPS On-Grid Rules, such as Distribution Utilities (DU) and Retail Electricity Suppliers (RES), through a competitive process, for the compliance with the RPS Program and, as applicable, for their long-term power supply requirements pursuant to the respective Power Supply Procurement Plan (PSPP) of the DU.

National policy structure: 
2.1 Purposes. The GEA Policy is hereby promulgated to: 2.1.1 Set the framework which facilitates the procurement of supply from commercial RE projects by the Mandated Participants under the RPS On-Grid Rules, such as Distribution Utilities (DU) and Retail Electricity Suppliers (RES), through a competitive process, for the compliance with the RPS Program and, as applicable, for their long-term power supply requirements pursuant to the respective Power Supply Procurement Plan (PSPP) of the DU; 2.1.2 Support the development and increase access to financing of new RE projects by awarding RE Contracts under a competitive process, together with long-term bilateral contracts; and 2.1.3 Implement the mandate for preferential bias for RE and indigenous sources of energy for long-term energy independence.
