The Resolution of the President No. PP-5063 of 2021 on Measures for the Development of Renewable and Hydrogen Energy in the Republic of Uzbekistan aims to expand the possibilities of using renewable energy sources and the stable development of hydrogen energy. For this purpose, the National Research Institute for Renewable Energy Sources was established under the Ministry of Energy. The main tasks of the Institute are the formation of priority areas for the use of renewable energy sources and the development of hydrogen energy, fundamental and applied research and the development of innovative projects in these areas.

In order to create the hydrogen energy infrastructure of the republic, increase the effectiveness of scientific and practical research in the fields of renewable and hydrogen energy, the widespread introduction of innovative technologies in production, as well as ensure the transition of the Republic of Uzbekistan to a "green" economy: 1. To approve the proposals of the Ministry of Innovative Development, the Ministry of Energy, the Academy of Sciences and the Ministry of Economic Development and Poverty Reduction on the creation of: the National Research Institute of Renewable Energy Sources under the Ministry of Energy (hereinafter referred to as the Institute) on the basis of LLC "International Solar Energy Institute" of the Academy of Sciences; Research Center for Hydrogen Energy and the Laboratory for Testing and Certification of Renewable and Hydrogen Energy Technologies within the structure of the Institute.

5. Approve the "Roadmap" for organizing the activities of the National Research Institute of Renewable Energy Sources under the Ministry of Energy and the development of renewable and hydrogen energy in the Republic of Uzbekistan in accordance with Appendix No. 2.

2. To establish an Interdepartmental Commission for the Development of Renewable and Hydrogen Energy (hereinafter referred to as the Commission), composed in accordance with Appendix No. 1, and assign the following tasks to it: coordinating the organization of the Institute's activities; ensuring the development of drafts of the National Strategy for the Development of Renewable and Hydrogen Energy and other regulatory legal acts, as well as the implementation of promising projects in these areas; assistance to ministries and departments in matters of conducting the necessary research, as well as training, retraining and advanced training of personnel in the fields of renewable and hydrogen energy; creating the necessary conditions for conducting fundamental, applied and innovative research and implementing scientific and technical projects, including support for the introduction of research and development projects in the fields of renewable and hydrogen energy. 3. To determine the main tasks of the Institute: formation of priority areas for expanding the possibilities of using renewable energy sources and developing hydrogen energy, conducting fundamental and applied research and developing innovative projects in these areas; study and implementation of effective ways to use renewable energy sources and hydrogen in high-tech areas and sectors of the economy by converting the energy received from them into electrical and thermal energy; development of draft regulations and regulations in the field of technical regulation on the production, supply and use of renewable energy and hydrogen and (or) bringing them into line with the requirements of international (interstate, regional) standards; establishing cooperation with scientific institutions, centers and experts of advanced countries in these areas and organizing joint research with their participation, as well as the development and implementation of investment projects, taking part in them; formation, together with local and foreign higher educational organizations, of a unified system that interconnects processes from scientific research to production, as well as the training of highly qualified scientific personnel; testing and certification of equipment, devices and technologies producing and using renewable energy sources and hydrogen, as well as operating on these types of energy.
