The policy proposes segmentation of electricity and thermal power consumers. Tariff differentiation is considered the key element in determination of electricity and thermal power prices. These measures are aligned with overall policy goals of energy markets development in the Republic of Uzbekistan.---- Issued by the Ministry of Energy and Electrification in 2000, the Statute was subsequently approved by the Ministry of Justice, the Ministry of Finance and the Committee on Demonopolization and Competition Development. The policy complies with the provisions of the Law of the Republic of Uzbekistan on Natural Monopolies (1999).
Pricing
Energy pricing: 
The policy proposes tariff differentiation schemes resulting in market segmentation of electricity and thermal power consumers. As provided by art. 1, the following types of tariffs are being imposed: one-rate tariff, double-rate tariff and time-of-day rates for power supply organizations. Consumers are classified into ten categories (art. 2) - the segmentation is based on the type of electricity usage (art. 3-12). Chapter 2 proposes a tariff differentiation scheme for heat consumers. Heat power market segmentation classifies consumers into two groups. ---- The Statute provides for reactive power compensation.
