Overall Summary: 
The automobile industry is a major pillar industry for the national economy, and plays an important role in the national economy and social development. Along with the sustained and rapid growth of the Chinese economy and accelerated promotion of urbanization in China, the demand for automobiles will still keep growing in a relatively long period of time, and the resulting energy shortage and environmental pollution issues will become more conspicuous. To accelerate the fostering and development of energy-saving and new energy automobiles is not only an imperative task for effectively easing pressure on both energy and environment and promoting sustainable development of the automobile industry, but is also a strategic approach for accelerating the systemic transformation and upgrading of the automobile industry and fostering new economic growth points and advantages in international competition. To implement the State Council's decisions and arrangements for the development of strategic emerging industries and strengthening energy conservation and emission reduction and accelerate the fostering and development of the energy-saving and new energy automobile industry, this Planning has been formulated for the period of 2012-2020.
Efficiency
EE targets: 
By 2015, average fuel consumption of passenger cars produced that year fall to 6.9 liter/100km, for energy-efficient passenger car the number fall below 5.9 liter/100km. By 2020, average fuel consumption for passenger cars and energy-efficient passenger cars drop to 5.0 liter/100km and less than 4.5 liter/100km, respectively.
EE transport standards :

Renewable Energy
RE priorities: 
(1) Adhere to combination of industrial transformation and technology progress. Facilitate nurturing and developing new energy automotive industry, promote electric transformation of automotive power system. Meanwhile vigorously popularize energy-saving vehicles and foster automotive industry technology upgrade. (2) Adhere to independent innovation and open collaboration. Strengthen innovation and make it as the main driving force to promote energy saving and new energy vehicles' development. Speed up formation of technology, standards and brands with independent intellectual property rights. Carry out deep international cooperation of science and technology, explore new modes of cooperation. (3) Adhere to combination of government guidance and market drive. During industrial cultivation period, actively play the guidance and stimulation role of policy planning and incentives, gather technological and industrial resources to encourage energy saving and new energy vehicles, and guide consumption in the market. After industry gets matured, actively play the resource-allocation role of the market to create a favorable market environment and promote large-scale commercial application of new energy vehicles. (4) Insist on combination of breeding automotive industry and strengthening supportive industry. Start with vehicle industry, speed up industry chains including power battery, motor, automotive electronics, advanced internal combustion engines, transmissions. Speed up charging facilities construction, and facilitate coordinated development between charging facilities, smart grid and new energy industries.
RE targets: 
Industrialization process achieve significant progress. By 2015, accumulative production and sale amount of pure electric vehicles and pug-in hybrid vehicles reach 500,000; by 2020, production capability of these above-mentioned vehicles reach 5 million and accumulated sale amount exceed 5 million. Development of fuel cell vehicles and vehicles-used hydrogen energy keep in step with international level.
Environment
Energy environmental priorities: 
Implement fuel consumption labeling system for heavy commercial vehicle and build a mechanism to publicize nitrogen oxides and other pollutant emissions.
Investment
Energy sector investment priorities: 
The central government allocate funds for implementation of energy-saving and new energy vehicle technology innovation projects, guide enterprises in technology development, engineering, standards setting and market application. Provide subsidies to energy-efficient and new energy demonstration pilot project. Besides, provide guidance to financial institutions to establish new energy credit management and loan review system for energy-efficient and new energy industry development. Actively promote intellectual property pledge financing, industrial chain financing and other financial product innovation, accelerate establishment of multi-level guarantees including financial contribution and social capital investment, integrated use of risk compensation and other policies to promote greater financial support.
Financial incentives for energy infrastructure: 
Pilot city shall allocate some funds to support construction of charging facilities and battery cascade utilization and recycling system.
Tax and duty exemptions for energy equipment: 
Improve automotive tax policy system. Energy-saving and new energy vehicles and associated key parts enterprises can enjoy preferential policies in accordance with law if they obtain high-tech enterprise income tax preferential qualifications. Energy-saving and new energy vehicles and their key components enterprises engaged in income technology development, transfer and related consulting services business achieved, according to the provisions enjoy sales tax exemptions.

Public database availability: 
Establish a shared test platform for relevant industries, build product development database and patent database for resources sharing
Technology
Clean energy technology priorities: 
Seek to substantially enhance technology level. Master core technologies such as hybrid power, advanced internal combustion engines, high-efficient transmissions, lightweight materials.
Clean energy technology deployment: 
Establish and improve automotive energy management system to promote research and application of hybrid and other advanced energy-saving technologies. Introduce automotive fuel consumption management approach based on corporate average fuel consumption and phased target values. Bring up energy-saving technical indicators and annual requirements for year 2016-2020.
R&D renewable energy: 
Strengthen core technology research for new energy vehicles. Vigorously promote innovation for battery technology with focus on battery power system security, reliability, and lightweight design; accelerate research, production, control and testing of power battery anode/cathode, diaphragm, electrolyte and other key materials. Develop super-capacitor and capacitor-battery combination systems. Strengthen research and development of new energy vehicles, key components, focusing on research and development on drive motor system and core materials, electric air conditioning, power steering, power brakes and other motorized accessories.
R&D energy efficiency: 
Strengthen research and development for energy-efficient vehicle technology. Set the target to substantially increase fuel economy, focus on hybrid technology research, develop hybrid specific engine and electromechanical coupling devices, support implementation of high pressure common rail diesel engine, direct injection in cylinder gasoline engine, high-efficiency internal combustion engine technology such as homogeneous combustion and turbo charging. Support development of six stalls and more mechanical transmission, dual clutch automatic transmission, automatic control of commercial mechanical transmission, breakthrough low resistance parts, lightweight materials and laser welding molding technology.---Establish and improve automotive energy management system to promote research and application of hybrid and other advanced energy-saving technologies. Introduce automotive fuel consumption management approach based on corporate average fuel consumption and phased target values. Bring up energy-saving technical indicators and annual requirements for year 2016-2020.
