Overall Summary: 
To promote energy conservation in state-funded institutions, improve their energy efficiency and give play to their model role in the energy conservation of the whole country, this Regulation is formulated in accordance with the Energy Conservation Law of the People's Republic of China. The term “state-funded institution” as mentioned in this Regulation refers to the state organs, public institutions and incorporations which are all or partly funded by the state treasury.
Efficiency
EE building standards: 
Construction of new buildings and retrofit of existing buildings for public institution should strictly follow national rules and standards regarding building energy conservation design, construction, commissioning, and completion acceptance.
Renewable Energy
RE public awareness/promotional programmes: 
The State Council and local people's governments above the county level in charge of administrative authorities affairs should carry out energy conservation,promulgation, education and training, and spreading scientific knowledge in conjunction with relevant public institutions.
Governance
Energy management principles: 
The State Council and local people's governments at or above the county level shall develop energy conservation plan for public institution at corresponding level, in accordance to energy conservation medium and long term special plan formulated by local government at that level. Energy conservation special plan shall include guiding ideology, fundamental principles, current energy consumption situation and issues, energy conservation targets and indicators, focus of energy conservation and safeguard measures. Energy conservation targets shall be allocated to public institutions at corresponding level according to energy consumption characteristics and statistics of previous year.
Energy institutional structures: 
State Council department in charge of energy conservation shall execute role of supervision and management over public institutions. State Council department in charge of administration affairs shall be responsible for facilitating, guiding, coordinating and supervising energy conservation of public institutions under the guidance of State Council energy conservation department. Departments of State Council and people's government above county level in charge of administrative affairs shall take responsibility of supervising energy conservation work of public institutions at the same level. Departments of education, technology, culture, health and sport shall carry out energy conservation work within same-level public institution under guidance of same-level administration affairs department.
M&E of policy implementation: 
The State council and local governments at and above county level responsible for administrative authorities affairs shall strengthen supervision and inspection of energy conservation activities at corresponding level of public institutions. The content of supervision and inspection include the following: i) annual energy saving target and implementation of detailed measure plans; ii) energy consumption measurement, monitoring and statistics; iii) implementation of energy dissipative ration; iv) establishment of energy management rules and regulations; (v) energy management job setting and responsibility fulfillment situation; vi) using energy system, running status of energy conservation equipment; vii) status of energy audit; viii) usage of official vehicles.
Statistics collection and management: 
Public institutions should implement energy consumption metering system to distinguish between energy consumption categories, and measure energy consumption separately according to household energy systems, classification, measurement breakdown, and implement real-time monitoring of energy consumption situation to discover and avoid energy waste. Public agency shall designate a person responsible for energy consumption statistics, faithfully recording raw data of energy consumption and establishing statistical ledger. Public institutions shall submit a report on the annual energy consumption to the people's government affairs agency administrative authorities before March 31 each year.
