Overall Summary: 
To enhance the development and utilization of renewable energy, and according to the Renewable Energy Law of the People's Republic of China, the National Development and Reform Commission (NDRC) has formulated the Trial Measures for the Management of Prices and Allocation of Costs for Electricity Generated from Renewable Energy. Scope of the measures includes: wind power, biomass power (direct combustion from agricultural and forestry wastes, gasification power generation, waste incineration and landfill gas and biogas), solar power, ocean power generation and geothermal power generation.
Renewable Energy
RE feed-in tariffs: 
For biomass power generation, feed-in tariff is set at 0.25 CNY/kWh. Duration is 15 years since commissioning of power projects. Starting from 2010, feed-in tariff for newly approved and verified power generation decreases 2% compared to projects of previous year. Co-firing projects with conventional energy sources exceeding 20% will be considered as regulatory power generation projects and associated electricity price is subject to benchmark price of local coal-fired plants and enjoys no feed-in tariff.
Pricing
Energy pricing: 
Renewable energy electricity prices and price-sharing is based on principles of promoting RE development, improving efficiency, standardizing management and fair sharing. Electricity price from renewable sources are subject to two pricing forms: government prices and government guidance prices, the latter is actually determined by the winning bid price. If the renewable energy price is higher than the on-grid tariff of desulfurization coal-fired units, the difference shall be shared among national grid sale at and above provincial level. Specifically, electricity price of each type of renewable energy is set as follows: i) On-grid tariff of wind power electricity generation follows government guidance price, pricing standard is formulated by price authorities of the State Council in accordance with the tender price; ii) Biomass power generation electricity price is subject to government pricing, which is benchmark price formulated by price authorities under the State Council and varied among regions and districts. Price standards are set by provinces (autonomous regions and municipalities) as 2005 desulfurized coal tariff plus feed-in price. iii) on-grid price from solar power, ocean power and geothermal power generation follows government price which is determined by price authorities under the State Council based on principles of rational cost plus reasonable profit. iv) encourage electricity users to purchase electricity voluntarily from renewable energy at the price of generation cost plus average grid transmission and distribution price.
