To further regulate conduct regarding prices for electricity trading, maintain normal order in market trading, and promote the optimized allocation of electric power resources, the relevant issues are notified to The development and reform commissions, economic and trade commissions (economic commissions) and price bureaus of all provinces, autonomous regions and municipalities directly under the Central Government; all regional electricity regulatory bureaus, and all urban electricity regulatory offices; State Grid Corporation of China; China Southern Power Grid Co., Ltd.; Inner Mongolia Electric Power Corporation; China Huaneng Group; China Datang Corporation; China Huadian Corporation; China Guodian Corporation; and China Power Investment Corporation.
Pricing
Energy pricing: 
Electricity prices are categorized to three types: i) electricity price between power generation and power grid enterprises; ii) electricity price across different provinces and regions; iii) price between power grid companies and end users. Price setting rules are briefly summarized as follows: For i), once power generation units starts commercial operation, on-grid electricity shall adopt on-grid tariff formulated by government price authorities, except for cross-provincial and cross-regional trading electricity. Before entering commercial operation, on-grid tariff during testing operation period shall be a certain percentage of local coal-fired generating units desulfurization benchmark on-grid price. Hydropower follows ratio of 50%; thermal power and nuclear power is 80$; other renewable energy power generating units adopts on-grid price approved by price authorities. For ii), cross-provincial, cross-regional power trading price is composed of distribution price, transmission price and cost due to transmission loss. If price is set up already by the State, execute strict enforcement of the price; if not set up, reach a consensus middle price between supply side average on-grid price and receiver side average purchaser price. Specifically, transmission price (including loss) from electricity supplier shall not exceed 0.03 CNY /kWh. For iii), retail price from grid enterprises to electricity consumers should strictly follow price standards issued by NDRC. Governments at all levels and grid enterprises are not allowed to raise or lower electricity price by themselves or providing discount in the name of direct power purchase for the large users.
