Overall Summary: 
The Energy Efficiency Action Plan (EEAP) for the Republic of Palau was developed under the Support to the Energy Sector in 5 ACP Pacific Island States (REP-5) programme, funded by the 9th European Development Fund. The Plan was issued in 2008 and it provides actions for reducing the Republic’s energy consumption, both in the public and private sector. The Plan addresses: 1. Introduction; 2. Current energy consumption; 3. Energy efficiency actions; 4. Implementation.

Clean cooking solutions: 
Liquefied petroleum gas (LPG) is used almost uniquely for cooking, and is slowly replacing electricity for that purpose. ---The Bureau of Agriculture has started a biogas pilot project for small piggeries. [...] The Bureau believes that there is potential for expanding the project to most piggeries across the Republic. The resulting biogas is to be used for cooking pig feed, and will thus displace the LPG or wood currently used. --- Energy efficiency action: Purchasing incentives for digesters for piggeries. Expected savings: Small, but other non-financial benefits available. Summary: Establish a fund for partially subsidizing the cost of installing digesters for piggeries. Summary: Paint the roofs on all air-conditioned GoP buildings white in order to reduce solar heat gain, thereby decreasing the amount of air conditioning necessary. Timeframe: Four months.--- Energy efficiency action: Window and door sealing and upgrades of Government of Palau buildings. Timeframe: Two months.--- Energy efficiency action: Audit Koror-Airai potable water and sewage pumping system. Summary: Determine location of leaks in water distribution system, as well as charge tariffs for potable water and sewage treatment that would allow cost recovery. Timeframe: Dependent on scope of audit. Summary: Energy Star-certified CFLs are to be distributed to each household in Palau, in partnership with PPUC and local hardware stores. Timeframe: Approximately 4 months. An information campaign is to precede the distribution campaign. --- Energy efficiency action: National Government energy efficiency demonstration building: Implement the recommendations of the energy audit of the Bureau of Public Works building that was undertaken in August 2007. An information campaign regarding the efficiency upgrades would also be launched. Timeframe: Two months for procurement of equipment, one month for works. --- Energy efficiency action: Lighting retrofits for Government of Palau buildings: An information campaign aimed at government employees and businesses is to be undertaken a few months after the results of the retrofits can be quantified using PPUC bills. The campaign is to be done in conjunction with local hardware stores. --- Energy efficiency action: Awareness campaign for the OEK (Olbiil Era Kelulau – Palau’s National Congress). Expected savings: Unable to quantify. Summary: Conduct an awareness campaign for the OEK on the benefits of implementing energy efficiency measures and the costs of not doing so. Timeframe: Two months. --- Energy efficiency action: Electricity consumption reduction programme for outlying states: Expected savings: 11,400 kWh ($2,500) per year per 1% reduction for PPUC customers; 1,250 gal. of fuel for PPUC. Summary: Reduce electricity consumption of Kayangel, Angaur, and Peleliu states through awareness campaigns, energy audits, and purchasing incentives. Timeframe: Three months for preparation, ongoing monitoring. --- Energy efficiency action: Community workshops on energy efficiency and home energy audits. Expected savings: Unable to quantify, but campaign will support other activities in EEAP.
