Overall Summary: 
The Strategy for the Development of Samoa (SDS) 2002-2004 explores Strategies and Priorities for the time frame 2002 - 2004 and a Statement of Economic Strategy 2000-2001. The theme for the 2002-2004 SDS is “Opportunities for All” and it highlights the need for every Samoan to enjoy the benefits of national development. It builds on the commitment on the part of the government to ensure that the benefits of development and reform initiatives are shared by the community at large. The preparation of the 2002-04 SDS involved consultation meetings with a wide range of stakeholders.
Access
Energy access priorities: 
Access to safe, efficient and reliable infrastructure and services (water, electricity, telecommunications, transport) is important for an improved quality of life. Government will aim to provide efficient and effective infrastructure and services not only to the town areas but also to the rural and remote areas of Samoa. --- Improve efficiency in the generation and supply of electricity around the country.
Energy access action plan: 
Continue electrification of new subdivisions at Vaitele. --- Improved hydro generation and the Rural Electrification Program will continue.
Renewable Energy
RE action plans: 
Investigate viability of Savaii hydro-power.
Pricing
Energy pricing: 
EPC (Electric Power Corporation) will also review its tariff structure to improve its financial viability.
Energy Supply and Infrastructure
Infrastructure development priorities: 
Access to safe, efficient and reliable infrastructure and services (water, electricity, telecommunications, transport) is important for an improved quality of life. Government will aim to provide efficient and effective infrastructure and services not only to the town areas but also to the rural and remote areas of Samoa. --- The development of infrastructure and services will concentrate on further improving: Electricity Generation and Distribution. --- Electricity generation will be boosted by the improved capacity of the Afulilo hydropower station and increased management efficiency. --- Electricity generation and distribution: Complete Afulilo Augmentation; Complete installation of submarine cables to Manono; and Upgrade the control center at Tanugamanono. --- Add/replace diesel generators: Ensure adequate generating capacity is available to cater for the increase in demand in both Upolu and Savaii. --- Continue discussions for the hydro-power scheme at Sili.
