The interstate system of environmental monitoring shall be set up to 1) ensure coherence of national and regional systems of environmental protection; 2) formulate policies in response to existing concerns; 3) carry out research and development initiatives; 4) improve preparedness for natural hazards; 5) develop solutions to environmental issues at the global and regional level.---The Centre for Environmental Monitoring under the Interstate Council for the Environment shall be set up on the territory of the Russian Federation. The Centre is established to serve the energy and environmental interests of the Russian Federation, Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Belarus, Moldova and Ukraine.
