Overall Summary: 
In line with measures to distill the emerging conceptual thinking on integrated approaches towards enhanced energy efficiency and conservation of energy resources, the Concept outlines ways to improve the national standardization system. Enforced by the Government Decree № 1762-р of 24 September 2012, the policy lays the ground for potential future efforts towards harmonization of national standards ensuring uniformity with international practices and standards.
Efficiency
EE priorities: 
The perspective on energy takes into account a number of dimensions: energy efficiency, the sustainable use of nuclear power and technological advancement of the industrial sector in the Russian Federation.
Renewable Energy
RE priorities: 
To increase the competitiveness of domestic products (works, services), it is necessary to solve the following tasks: [...] To create conditions for the production and release into circulation of innovative products, including products of the nanoindustry, energy efficiency, including the use of alternative energy sources, as well as for the rational use of resources; [...]
Environment
Energy environmental priorities: 
It is stipulated that Russia’s energy agenda must emphasize the shift towards a more balanced environmental system, to achieve this objective the policy proposes a holistic approach based on the concept of sustainable use of energy. ---- Art. 3. Development priorities of the national standardization system prioritize the areas of environmental protection. Art. 5. The policy sets admissible and not admissible levels of nuclear hazard effects.
Trade
International trade association membership: 
Liaison and coordination arrangements set in the framework of agreements with the Word Trade Organization, the Asia-Pacific Economic Cooperation and the Organization for Economic Cooperation and Development are expected to get strengthened.
Investment
Public Private Partnerships: 
Art. 4.1. Fostering public private partnerships and ensuring broader involvement of multiple stakeholders is among priority measures to improve the system of standardization in the Russian Federation.
