Overall Summary: 
The policy sets forth a vision for improving efficiency of the energy sectors in the CIS member states. The document represents the agreed principles of cooperation to support environmentally sound economic growth, focuses on collective approaches to reducing energy intensity of the economy, seeks to develop solutions to the most acute environmental issues and enhance conservation of energy in the CIS member states. With view to harness fully the potential of cooperation, the policy harmonizes measures and initiatives on energy efficiency.
Efficiency
EE public awareness/promotional programmes: 
Dissemination and sharing of information on best experiences and practices, as a part of a broad public awareness campaign, might facilitate the promotion of energy saving in the CIS region.
Cooperation in EE: 
Parties resolve to intensify collaboration to develop intergovernmental programs and initiatives on energy efficiency aiming to reduce the consumption of fossil fuels. Progress in this area is largely attributed to the development of advanced technologies.
Renewable Energy
RE priorities: 
A shift towards renewable sources of energy is essential for enhancing climate change mitigation action and unveiling sustainable energy agenda.
Governance
Energy management principles: 
An active dialogue will be held among the CIS member states to ensure the national regulatory efforts build on the best international practices. The policy refers to the international projects implemented by the European Union and the United Nations Economic Commission for Europe (project Energy Efficiency XXI).
National policy structure: 
The agreement seeks to achieve a coherent and integrated policy framework that fits best national development / environmental priorities and circumstances of all parties.
Energy institutional structures: 
The Executive Committee of the CIS and the Electric Power Council of the CIS are the agencies mandated to carry out a comprehensive program of work for implementation of the present agreement.
Technology
R&D energy efficiency: 
Fostering partnership between the CIS members addresses the need to support the development and application of cleaner and more efficient energy technologies.
Technology collaboration with other member States:
