Energy management principles: 
1. The Ministry of Energy of the Russian Federation approves investment programs for the following subjects of the electric power industry: a) an organization for the management of a unified national (all-Russian) electric grid; b) grid organizations that, in accordance with the Federal Law "On Protection of Competition", are included in the same group of persons with the organization for managing the unified national (all-Russian) electric grid, with the exception of grid organizations that are included in the same group of persons with the specified organization only on the basis of, specified in Clause 7 of Part 1 of Article 9 of the said Federal Law; c) system operator of the Unified Energy System of Russia; d) a wholesale generating company established on the basis of decisions of the Government of the Russian Federation as a result of the reorganization of subsidiaries and affiliated joint-stock companies of the Russian Open Joint-Stock Company for Energy and Electrification "United Energy System of Russia", in the authorized capital of which the generating facilities of hydroelectric power plants were transferred (hereinafter - the wholesale hydro-generating company); e) electric power industry entities engaged in the production of electric energy and (or) the provision of services for the transmission of electric energy, direct or indirect ownership of shares in the authorized capital of which in the amount of at least 20 percent plus one voting share is carried out by a wholesale hydro-generating company; [...] 1(1). The Ministry of Energy of the Russian Federation, jointly with the State Atomic Energy Corporation Rosatom, approves investment programs of electric power industry entities that provide for the construction (reconstruction, modernization and (or) technical re-equipment) of facilities (power units) of nuclear power plants in the investment program.
