Overall Summary: 
Volume II of the Eleventh Five Year Plan document contains the programme profiles of the Ministries, Constitutional Bodies, Autonomous and other Government Agencies. These programmes are organized and presented in the following summary table on the basis of the twenty strategic sectors. These programme profiles consist of the justification for the programme, the strategies to achieve the outcomes and outputs. In line with the results based approach to planning, it also spells out the outcomes and outputs with their key performance indicators, targets and baselines. Contains details of the Energy Programme designed to strengthen the institutional capacity of the energy sector to deliver the mandate of 10,000 MW installed capacity by 2020 and ensure its sustainability.

Energy access action plan: 
Promotion and Development of Renewable/Alternate energy.---The Energy Technologies Program outlines capital expenditures for increasing access.
Energy access targets: 
Improved cookstoves up from 600 baseline to 5006 target; Households connected with grid electricity up from 83,569 baseline to reach 85,632 target; Households electrified through solar up from 2666 baseline to reach 2966 target. Targets 90% reduction in use of firewood, up from 15% reduction.

EE public awareness/promotional programmes: 
Development of Renewable/Alternate Energy Technologies program aims to increase advocacy events on renewable energy and energy efficiency from baseline number of 2 to target of 7 events.

Energy Supply and Infrastructure
Infrastructure development priorities: 
To keep pace with the accelerated hydropower development, power transmission infrastructure (both lines and substations) will require strengthening to evacuate power from the generating stations to various load centers. Therefore, a full electricity grid interconnection between the western, central and eastern region will be necessary to ensure reliable and adequate power supply to the consumers. Accelerated Hydropower Development & Transmission Network Strengthening Programme targets include: Increase installed capacity from 1480 MW baseline to 4546 MW target; Enhance transmission system network from 1296 km baseline to 1474 km target; Commissioned hydropower plants increased from baseline of 4 plants to 8 plants; Construction of hydropower plants initiated up from baseline of 4 to 12 plants.

R&D renewable energy: 
Development of Renewable/Alternate Energy Technologies program supports applied R&D on RE technology, applying target for research activities to increase from 0 baseline to 5. Also identifies plan to create a research laboratory and new energy data directory.
