Overall Summary: 
While highlighting the main drivers and challenges to improving industrial competitiveness in the Russian Federation, the Program points the way to next big leap in industrial development, the way towards improving sustainability of the energy, transport, agriculture and other essential sectors of economy. Having the industrial sector embraced more innovation and technology is expected to generate considerable economy-wide gains and, in a broader sense, improve competitiveness of Russian economy. The State Program on Industrial Development and Improving Industrial Competitiveness came into force pursuant to the Decree of the Government of the Russian Federation №328 of 15 April 2014.
Efficiency
EE targets: 
Target indicators: decrease energy intensity of steel production from 700 kg of oil equivalent to 550 kg of oil equivalent.
EE action plans: 
Objectives of the subprogram ‘Heavy Engineering Industry’: accelerate the introduction of innovative solutions to increase energy efficiency of equipment and facilitate enterprise modernization.
Renewable Energy
RE priorities: 
Objectives of the subprogram ‘Forestry Sector’: accelerate the deployment of specific types of renewable energy (biofuels, wood pellets), improve forestry waste management systems.
RE action plans: 
Renewable power generation solutions include broader deployment of cogeneration units at power plants with capacity of 2.5 MW.
Environment
Energy environmental priorities: 
Expected outcomes of the Program. The policy focuses on implementation of the environmental dimension of sustainable development. Modernization of industrial enterprises might bring numerous improvements system-wide, including conservation of natural resources, strengthening environmental security, and increasing competitiveness of industrial goods.
Pollution level targets, PM10, PM2.5, SOx, NOx: 
Target indicators: by 2020, reduce emissions of air pollutants by 25 per cent.
Energy Supply and Infrastructure
Infrastructure development priorities: 
Objectives of the subprogram ‘Forestry Sector’: accelerate the deployment of specific types of renewable energy (biofuels, wood pellets) [...].
Governance
Energy management principles: 
The policy requires serious re-examination of the resource-intensive development strategy the Russian Federation has been pursuing over several decades. --- It is of utmost importance to give due consideration to the issues of sustainable industrial development in the elaboration of Russia’s agenda on energy.
Energy institutional structures: 
The agency mandated with promotion of industrial development in the Russian Federation is the Ministry of Industry and Trade. A comprehensive set of measures to achieve the objectives set by the Program will be carried out in collaboration with the Ministry of Education and Science, the Finance Ministry of the Russian Federation, the Ministry of Natural Resources, the Ministry of Labor and Social Security, the Ministry of Transport of the Russian Federation, the Ministry of Economic Development, the Federal Subsoil Agency, etc.
Technology
Clean energy technology priorities: 
Objectives of the Program: a new economy based on innovation and technological advancement of the key sectors has to be set in motion.
Industrialization support: 
Given the essential role of robust industrial development being a part a comprehensive strategy on structural economic transformation, the policy stresses that measures to promote inclusive growth and industrialization might help address major challenges of economic and social development as well as environmental issues, pertaining in particular to pollution and climate change. Industrial development is scoped as encompassing measures in the following areas: automobile industry, agriculture, machinery, consumer goods industry, heavy industry, metallurgy, accelerated development of the defense industry, chemical industry, industrial biotechnology, the system of standardization, technical norms, regulations, and, importantly, the energy sector of the Russian Federation.
