Overall Summary: 
The Government of the Russian Federation endorsed the present Decree in 2013 to set up mechanisms facilitating the introduction of renewable sources of energy on the wholesale electricity (capacity) market. The policy elaborates on the basic criteria and determines qualifications of a renewable power generation facility / plant.

The Decree embraces the need to harness fully the potential of solar, wind and hydro sources of energy, sets forth specific steps to increase the share of RES in Russia’s energy mix.

Among primary objectives is the introduction of renewable support measures: mandatory purchasing of grid-connected renewable power.
Pricing
Energy pricing: 
Art. 1 and 2. In compliance with art. 4 of the Rules for Wholesale Electricity (Capacity) Market enforced by the Decree of the Government of the Russian Federation N 1172 of 27 December 2010, cost for capacity of renewable power generating plants shall be set by commercial operator of the wholesale market on a contractual basis. Conditions of power supply contacts are subject to regulation and depend on categories of renewable power generating objects, including solar, wind and hydro- power stations. ---- The term ‘power generating object’ is elaborated on considering the set of criteria: specific features of power generation facilities, location of the power plant, requirements for minimum and maximum installed capacity.
