Overall Summary: 
The resolution is adopted to ensure consistency of tariff determination procedures in the power sector of the Republic of Georgia. Based on the underlying principles of the national Law on Electricity and Natural Gas, the regulatory document provides the mandatory tariff list for hydropower enterprises, thermal power plants, covers the areas of power transmission and dispatch, import of electricity as well as services provided by the electricity system commercial operator.

Energy pricing: 
The policy elaborates on options for maintaining and enhancing competitiveness of Georgian power sector through ensuring consistency of national tariff system for particular services and activities. For instance, mandatory tariffs are set for hydropower generation: a) Vartiskhe – 2005 Ltd - 1.25 Tetri/ kWh; b) Tbilisi Water Ltd (ZhinvalHesi) - 1.83 Tetri/ kWh; c) Energo-pro Georgia JSC (LajanurHesi) - 3.8 Tetri/ kWh; d) Energo-pro Georgia JSC (Cascade of Gumati HPPs) - 3.64 Tetri/ kWh; e) Energo-pro Georgia JSC (DzevrulHesi) - 3.85 Tetri/ kWh; f) Energo-pro Georgia JSC (RionHesi) - 3.5 Tetri/ kWh; g) Energo-pro Georgia JSC (ShaorHesi) - 3.82 Tetri/ kWh; h) Ortachalahesi – 2007 Ltd - 2.5 Tetri/ kWh; i) Energo-pro Georgia JSC (SatskhenisiHesi) - 2.33 Tetri/ kWh; j) Energo-pro Georgia JSC (AtsHesi) - 3.85 Tetri/ kWh; k) ZaHesi JSC - 1.42 Tetri/ kWh l) (Removed - 23.08.12 №12); m) Eastern EnergyCorporation Ltd - 8.75 Tetri/ kWh. Thermal power plants: 1) Mtkvari Energetica Ltd (Tbilsresi Unit #9): a) Guaranteed capacity cost – 63806 GEL/day; b) Marginal (upper margin) tariff of electricity generation of guaranteed capacity source – 7,229 Tetri/kWh; 2) International Energy Corporation of Georgia, Ltd (Tbilsresi Units #3 and #4):a) Guaranteed capacity cost 44 709 GEL/day, including: a.a) For the Unit #3 - 20 909 GEL/day; a.b) For the Unit #4 - 23 800 GEL/day. 3. G Power Ltd: a) Guaranteed Capacity Cost 42 360 GEL/Day; b) Marginal (Upper Margin) tariff of electricity generation of guaranteed capacity source - 7,393 Tetri/kWh. ------ Article 4 ‘Tariffs for Power Transmission and Dispatch’ are set for the following enterprises: a) JSC Georgian State Electrosystem – 0,758 Tetri/kWh (27.03.2015 N6); b) SakRusEnergo JSC - 0.18 Tetri/kWh; c) Energotrans LTD – 500 kv – 0.27 Tetri/kwh. ------ Article 6 ‘Import of electricity’ provides methodology for determination of marginal tariffs for import of electricity to the Republic of Georgia: T = (Timp.XE + Ucust.+Userv. + Ureg.)/E, T - marginal tariff of electricity import (GEL/kWh); Timp. – cost of electricity (GEL/kWh) determined by appropriate contract or the electricity exchange coefficient; E – volume of actually imported electricity (KWh); Ucust. – customs duty (GEL).
