To advance the healthy development of offshore wind power industry, to encourage priority to the development of quality resources through research, we hereby notify the relevant issues of offshore wind power tariff as follows:

First, the non-tender offshore wind projects, the distinction between intertidal and offshore wind power are two types of wind power to determine tariff. Before 2017 (excluding 2017) put into operation in offshore wind power project tariff of 0.85 yuan per kilowatt-hour (tax, the same below), intertidal wind power project tariff of 0.75 yuan per kilowatt-hour.

Second, to encourage the development of offshore wind projects,  the owner and tariff concessions will be determined through bidding market competition. Determined by the owner of the concession, tenders for offshore wind projects, the tariff implemented in accordance with the bid price, but not higher than similar projects specified above tariff levels.

Third, tariffs formulation for offshore wind power projects put into operation in 2017 and later, will be set by our commission based on sea power technology advances and changes in wind project construction costs, combined with the concession bidding situation formulation.

　　上网电价政策的通知

各省、自治区、直辖市发展改革委、物价局，华能、大唐、华电、国电、中电投集团公司，国家电网公司，南方电网公司：

　　进海上风电产业健康发展，鼓励优先开发优质资源，经研究，现就海上风电上网电价有关事项通知如下：

　　一、对非招标的海上风电项目，区分潮间带风电和近海风电两种类型确定上网电价。2017年以前（不含2017年）投运的近海风电项目上网电价为每千瓦时0.85元（含税，下同），潮间带风电项目上网电价为每千瓦时0.75元。

　　二、鼓励通过特许权招标等市场竞争方式确定海上风电项目开发业主和上网电价。通过特许权招标确定业主的海上风电项目，其上网电价按照中标价格执行，但不得高于以上规定的同类项目上网电价水平。

　　三、2017年及以后投运的海上风电项目上网电价，我委将根据海上风电技术进步和项目建设成本变化，结合特许权招投标情况研究制定。
