Сводный обзор:
The Second Outline Perspective Plan is a ten-year policy. Along with other policies, it aims to reducing poverty and economic imbalances of the country covering the period 1991-2000. OPP2 has been formulated based on the New Development Policy (NDP). The overall target is to make Malaysia a fully developed Nation by the year 2020.

Energy access priorities:
[T]he coverage of basic amenities such as electricity, treated water supply, health, education and transportation will be further widened to reach remote and outlying areas as well.
Energy access action plan:
[I]n those areas where large capital outlay is involved with regard to [...] the electricity supply [...], the Government will provide assistance to estate employers by bringing these facilities to the fringes of the estate to enable the estate to draw from these supplies.---[I]n the power sector [...], the exploitation and development of hydro resources will also be emphasized. The development of large hydro resources, particularly those in Sarawak, will provide a potential source of energy supply to meet the rapid increase in electricity requirements in the Peninsula as well as in Sabah and Sarawak.
Energy access targets:
It is anticipated that by the year 2000, there will be about 95 per cent coverage of electricity supply in Malaysia.
Efficiency
EE action plans:
[D]emand management policies will focus on the potential for increasing efficiency of energy use in the main energy-using sectors and identify measures that will form an appropriate demand management programme. These measures will include pricing incentives, aimed primarily to influence interfuel substitution, eliminate waste as well as increase participation of the private sector in the development of the energy sector.

Renewable Energy
RE action plans:
[I]n the power sector [...], the exploitation and development of hydro resources will also be emphasized.

Energy management principles:
Recognizing the importance of the availability of energy at economically acceptable cost and in sufficient quantity, the Government will ensure a comprehensive and adequate development of the energy sector to meet the energy requirements of the nation.
Technology
Clean energy technology priorities:
[I]n the power sector [...], the exploitation and development of hydro resources will also be emphasized. The development of large hydro resources, particularly those in Sarawak, will provide a potential source of energy supply to meet the rapid increase in electricity requirements in the Peninsula as well as in Sabah and Sarawak.
Natural gas transportation technology:
A major development in the energy sector will be the nation's entry into an era of greater utilization of natural gas as an altemative energy resource, particularly to fuel oil.
Industrialization support:
The use of coal for greater industrial applications will also be promoted, particularly in the cement and brick industry as well as for industrial boilers.
