As a number of factors are holding back the demand for natural resources in the Russian Federation – suffering from predicaments of economic downturn – the agreement was signed to reduce the risks of market uncertainty the country is facing. Parties make efforts towards strengthening cooperation for diversifying natural gas supply routes, specifically, increasing the supply via the Eastern Route. The Agreement was ratified by the present Federal Law on 2 May 2015.

Infrastructure development priorities: 
Regional capacities will be strengthened with promotion of energy cooperation in Northeast Asia and increased supply of gas via the Eastern Route.---The primary objective of the policy document is to foster strategic partnership between the Russian Federation and the People's Republic of China. The supply of natural gas via the Eastern Route is likely to see stable growth in the long-term perspective.
