Customs Code of the Eurasian Economic Community was promulgated by the Supreme Council in 2009 to give effect to the principles of trade regulation mutually agreed by the member states. In a broader sense, the policy aims at strengthening national and regional capacities to develop a more efficient and effective trade system within the Customs Union. Concerted actions shall be taken to remove regulatory and procedural barriers to trade (incl. electricity and other kinds of energy), to introduce standardized customs procedures and improve customs administration. The Eurasian Economic Community shall work on the interface of trade and economic development, through the instruments of trade regulation and customs policies shall enhance market access for goods and services within the Union.

Article 372. Transient Provisions Pertaining to Legal Relations Having Emerged in the Area of Use of Subsoil Resources (Fuel and Energy Supply Sector) Legal relations having emerged in the area of use of subsoil resources (fuel and energy supply sector) in the Republic of Kazakhstan and the Russian Federation before the entry into force of the present Code and emerging after its entry into force are covered respectively by the customs legislation of the Republic of Kazakhstan and the customs legislation of the Russian Federation in compliance with which the appropriate contracts shall operate, and where these customs legislations do not provide regulation, the provisions of the present Code.
