This order implements the Accelerated Power Development and Reforms Programme (APDRP) during the XIth Five Year Plan as a Central Sector Scheme with revised terms and conditions. These include demonstrable performance in terms of sustained loss reduction to improve the quality of power supply. The establishment of automated systems for sustained collection of accurate base line data, and the adoption of Information Technology in the areas of energy, are the necessary pre-condition before approving any project. Loss reduction means Aggregate Technical and Commercial (AT&C), which captures the total loss in the distribution network. Technical loss may be due to ill maintained equipment, substations and inadequate investment in infrastructure while commercial loss may be due to low metering efficiency, faulty meter reading, theft and pilferages. R-APDRP is for urban areas- towns and cities with population of more than 30,000 (10,000 in case of special category states)

The focus of the programme shall be on actual, demonstrable performance in terms of sustained loss reduction.
