No. S 406 ENERGY CONSERVATION ACT (CHAPTER 92C) ENERGY CONSERVATION (ENERGY LABELLING AND MINIMUM PERFORMANCE STANDARDS FOR REGISTRABLE GOODS) (AMENDMENT) REGULATIONS 2016 In exercise of the powers conferred by section 78 of the Energy Conservation Act, the Minister for the Environment and Water Resources makes the following Regulations: Citation and commencement 1. These Regulations are the Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) (Amendment) Regulations 2016 and come into operation on 1 September 2016. Amendment of First Schedule 2. Paragraph 3 of the First Schedule to the Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) Regulations 2013 (G.N. Amendment of Fourth Schedule 3. The Fourth Schedule to the Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) Regulations 2013 is amended by deleting items 2 to 9 and substituting the following items: “ 2. Split type (non‑inverter) air‑conditioner with one indoor unit COP ≥ 3.78 3. Split type (non‑inverter) air‑conditioner with more than one indoor unit COP ≥ 3.78 4. Split type (inverter) air‑conditioner with one indoor unit Weighted COP ≥ 3.78 and COP ≥ 3.34 5. Split type (inverter) air‑conditioner with more than one indoor unit Weighted COP ≥ 3.78 and COP ≥ 3.34 ”. Saving provisions 4.—(1) Despite regulations 2 and 3, the Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) Regulations 2013 in force immediately before 1 September 2016 continue to apply in relation to any supply, between 1 September 2016 and 31 August 2017 (both dates inclusive), of an air‑conditioner that is — S 406/2016 4 imported into or manufactured in Singapore before 1 September 2016; or imported into or manufactured in Singapore on or after 1 September 2016 and supplied under an agreement entered into before 1 September 2016. In addition to paragraph (1), the Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) Regulations 2013 in force immediately before 1 September 2016 continue to apply in relation to any supply, after 31 August 2017, of an air‑conditioner — by a developer of a building or part of a building as part of the building or the part of a building, where the air‑conditioner is acquired by the developer before 1 September 2016; or that is supplied under an agreement made before 1 September 2016 by a participant in the supply chain in relation to the developer mentioned in sub‑paragraph (a). In this regulation, “developer” means a person carrying on the business of constructing or causing to be constructed any building or any part of a building for sale or lease. [G.N. Nos.
