The Guidelines for co-operation with other countries regarding peaceful uses for Atomic Energy prescribes the rules of co-operation between India and cooperating countrues under bilateral or multilateral agreements, or between India and other trading countries without a formal bilateral or multilateral agreement in the area of atomic energy.

2. Government is keen to promote civil nuclear cooperation and trade with other countries to produce, develop, use and dispose of atomic energy, including carrying out research connected therewith. The Government intends to encourage the development of commercial relations with any country in the area of atomic energy, under bilateral or multilateral agreements for cooperation [...] that it has entered or may enter into with any country [...]
