Trade Standards (Fuel Standards) (Amendment) Order 2018

IN exercise of the powers conferred on me by section 26 of the Trade Standards and Quality Control Act 1992, and having considered the recommendation of the Trade Standards and Quality Control Advisory Council and thinking that it is in the public interest to do so, I hereby make this Order—

Short title and commencement 

1.—(1) This Order may be cited as the Trade Standards (Fuel Standards) (Amendment) Order 2018. 

(2)   This Order comes into force on 1 January 2019. 

(3)   In this Order, the Trade Standards (Fuel Standards) Order 2007 is referred to as the “Principal Order”. 

Order 1 amended

2. Order 1 of the Principal Order is amended after paragraph (3) by inserting the following new paragraphs—

 “(4) The obligations in respect of the manufacture and import of fuel 10ppm (diesel) and 50ppm (unleaded petrol) under this Order come into force on 1 January 2019.

     (5) The obligations in respect of the manufacture and import of unleaded petrol to reduce the sulphur content to 10ppm come into force on 1 January 2021.”.

Schedule 1 amended

1. Schedule 1 to the Principal Order is amended by— (a)   in paragraph 4—

(i)      in subparagraph (1) in item 1 of Table 1, deleting “500mg/kg” and substituting “10mg/kg”;

(ii)    in subparagraph (2), deleting “371ºC” and substituting “360ºC”;

(iii)   in subparagraph (4), deleting “860 kg/m³” and substituting “850 kg/ m³”; and

(iv)   after subparagraph (6), inserting the following new subparagraphs—              

“(7)       Water (all diesel containing biodiesel) 200mg/kg max.

(8)      Derived Cetane number (of diesel containing biodiesel) 51.0            min.

(9)      Particulate matter max 24.0mg/kg.

(10)   Water content max 200 wppm.

(11)   ASA max 3.0 mg/L.

(12)   Flash point min 66°C.”;

(b)     in paragraph 5(1) after item 7 of Table 2, inserting the following new items—

(c)      in paragraph 6(2) in Table 3—

(i)      deleting item 6 and substituting the following—

(ii)    deleting items 8 and 9 and substituting the following—

Schedule 2 amended

1. Schedule 2 to the Principal Order is amended by— (a)   in paragraph 3—

(i)      in subparagraph (1) in item 1 of Table 1, deleting “500mg/kg” and substituting “50mg/kg”; and

(ii)    deleting subparagraph (3) and substituting the following—

                           “(3) Research octane number for ULP 95.0 min.”;

(iii)   in subparagraph (4), deleting “20%” and substituting “18%”;

(iv)   in subparagraph (5), deleting “48%” and substituting “45%”; and

(v)     after   subparagraph      (5),       inserting            the        following           new subparagraphs— 

                           “(6)    Reid vapour pressure to be a maximum of 75Kpa.

(7)   Unwashed gum 30.0 mg/100ml.

(8)   Corrosion silver strip (3 hours at 50°C).”; (b) in paragraph 4(1) in Table 2—

(i)      deleting items 3 and 4 and substituting the following—

(ii)     after item 10, inserting the following new items—

(c)    in paragraph 5(2) in item 1 of Table 3, deleting “D270” and substituting “2700”.
