Under this program, REF will provide interest free assistance for investment on electricity infrastructure in rural areas with medium density of population and will provide part of the infrastructure cost as grant and part of the infrastructure cost as interest free assistance for investment on electricity infrastructure in rural areas with low density of population, The private electricity supplier shall payback the interest free assistance in monthly installment within 8 years or the validity of license on the date of application for assistance whichever is earlier.

NOTICE

Electricite du Cambodge (EDC) has the honor to i nform private electricity suppl iers, provid ing electricity busi ness in rural areas i n the Kingdom of Cambod ia, that the Department of Rural Electrification Fund of EDC (hereinafter referred to as the "REF") has "Program for Provid ing Assistance to Develop Electricity Infrastructure i n Rural Areas". The purpose of this program is to facil itate the pri vate electrici ty suppl ier in rural areas havi ng legal l icense to access fund for investment for expansion of electricity supply infrastructu re to fully cover its authorized d istribution area so that all rural households therei n have access to electrici ty for use. Under this program, REF wi ll provide interest free assistance for investment on electricity infrastructure in rural areas wi th med ium density of population and wi ll provide part of the infrastructu re cost as grant and part of the infrastructu re cost as interest free assistance for investment on electricity infrastructure in rural areas with low density of population. The private electricity supplier shall pay back the interest free assistance in monthly install ment withi n 8 years or the val id ity of l icense on the date of appl ication for assistance whichever is earlier.

The pri vate electri city suppl ier has to apply to REF with detai ls of development plan and costing. REF wi ll rev iew the proposal and i f accepted , seek no-objection from Electricity Authority of Cambod ia (EAC). The contract for this program wi ll be signed between REF and the private electricity supplier. The private electricity supplier has to construct the electricity infrastructure by i ts own resou rces. REF wi ll verify the progress and make disbursements i n installment depend ing on the work progress . Ti ll the pri vate electrici t y suppl ier pay back the interest free assistance to REF in full, these infrastructures wi ll be the property of REF.

This program is on-going program from 201 3 and wi ll also be implemented in 2015.
