The policy aims to regulate legal relationship associated with securing radiation safety, protection of life, health and property of citizens, protection of the environment from deleterious effects of ionizing radiation (Art. 1). Article 2 provides definitions of the key terms, specifies the areas the policy primarily concentrates on: 1) ionizing radiation being a result of radioactive decay, charge of particles deceleration in the substance; 2) radiation control area denotes the territory outside the buffer area where monitoring is implemented; 3) radiation safety is protection of population and the environment from ionizing radiation deleterious effects; 4) radiation accident stands for the loss of ionizing radiation as a result of equipment failure, personnel errors, extraordinary situations that either led or may lead to ionizing irradiation on population or radioactive contamination of the environment.
Environment
Energy environmental priorities: 
Art. 21 and 22 underscore the need for strengthening existing environmental system through tightening norms of nuclear waste management. Storage and disposal of radioactive waste shall be implemented as a complex of measures ensuring protection of the environment.

National policy structure: 
The purpose of this Law is to regulate relations related to ensuring radiation safety, protection of life, health and property of citizens, as well as the environment from the harmful effects of ionizing radiation.
Technology
Clean energy technology priorities: 
Art. 12 stipulates the principles of nuclear safety including: 1) development and implementation of the program on nuclear safety; 2) operation of the uniform state system; 3) compensation of damage to health and property being a result of radiation; 4) state regulation of export and import of ionizing radiation sources; 5) provision of information on radiation and measures to ensure radiation safety; 6) special regimes in radioactive contamination zones; 7) mitigation of environmental impacts of radiation accidents; 8) response to radiation incidents and radionuclear threats. Art.11. Research and development work on nuclear energy, production of equipment, activities on mining, production, processing, utilization, storage, service, transportation, neutralization and disposal of ionizing radiation sources are carried out in accordance with licensing policies and procedures.
