The National Human Settlement Policy of Bhutan 2019 is to provide a framework for planning and development of environmentally sustainable, culturally and economically vibrant and disaster resilient human settlements.

Energy access priorities: 
4. Objectives. The objectives of the National Human Settlements Policy are to: [...] e. Promote equitable access and rational use of resources. --- Power to rural area should be provided by micro grid power plants through various renewable energy sources such as small hydro, solar, biomass, biogass etc. where grid connectivity is either not possible or not cost effective. If micro grid is not feasible or cost effective then only standalone lighting system such as solar home lighting system should be considered for rural electrification.
Energy access targets: 
In addition to household lighting, street lighting should also be included. The number of street lighting systems will be around 7% of the total households and it will be using 11W CFL per pole.
Energy service quality targets: 
Power should be provided to each household for maximum of 58 Watts of load which will include two light points (around 9 W each) and one socket (around 40 W) for operating electronic gadgets, flexibility of points may be allowed within total 58 Watts.
Efficiency
EE lighting and mechanical system standards: 
Provides detailed design guidelines on provision of energy efficient street lighting.
EE building standards: 
Guidelines on Architectural Planning & Design are provided, covering: Solar passive design, Site selection, Orientation, Building spacing, Planning for spaces, Integrating solar heating systems in building designs, provision of thermal barrier to reduce heat loss, wall and roof design, air leakages. Guidelines on Renewable Energy Systems are provided, including: Solar hot water systems, Solar Photovoltaic Panel (SPV) for lighting.
Technology
Clean energy technology deployment: 
Provides guidelines on deployment of smart mini-grids in new planned settlements, including load profiling and categorization; energy resource planning; optimization process for selecting appropriate RE technology and system; finalization of load dispatch strategies and automation requirements; finalizing control strategies and communication protocol; installation of RE power system and controls.
